Phase One

Collaborative Drafting

The collaborative drafting of Constitution Two through the platform, open to all registered citizens. Every provision is proposed, debated, and ratified democratically.

Phase Two

Building Public Support

Building sufficient public support to begin the formal call for an Article V Convention, requiring the approval of thirty-four state legislatures.

Phase Three

Ratification

The ratification of Constitution Two by thirty-eight states, as required for any constitutional amendment under the existing framework.

At no stage shall this effort involve violence, civil unrest, or illegal activity. Constitution Two is emphatically not a coup, not an insurrection, and not a rebellion. It is the exercise of the civic tools provided to the people by the Founders themselves.
